The license says 9PEN155. I think it says PENIS. The driver was a man. Did this guy win the license plate lottery? Or did he pay for a vanity plate that was subtle enough that it got through the censorship?

California does also have a rule against potentially offensive vanity plates. I was also surprised this got through.
